In order to implement the relevant requirements of the China Association for Science and Technology on strengthening the work of sea intelligence, and build a pattern of collaborative innovation and common development of overseas returnees, according to the work arrangement of the China Association for Science and Technology's Sea Intelligence Research Symposium in 2024, the Provincial Association for Science and Technology plans to build an overseas returnees Venture consortium in Henan Province。The relevant matters are hereby notified as follows。

1. Tasks of overseas returnee joint venture

The overseas returnee Venture Consortium is a provincial, non-profit and unincorporated organization founded by the overseas returnee scientific and technological workers or overseas scientific and technological talents in our province, as well as the social service agencies and institutions serving the overseas returnee enterprises。Its main tasks are five:

(1) Provide a strategic support platform for overseas returnee enterprises to enhance their independent innovation capabilities and promote the sustainable development of overseas returnee enterprises。

2. Strengthen exchanges, reflect voices, share experience, resources, and achievements to promote innovation, entrepreneurship and creation。

(3) Organize and help returnee entrepreneurs and returnee enterprises to carry out activities centering on the country's scientific, technological, economic and social development。

(4) According to the needs of market and industry development, hold or accept commissions to organize conferences, exhibitions, competitions, services and other activities to promote the deep integration of industry, university and research, and promote scientific and technological progress and high-quality industrial development。

(5) Safeguard the legitimate rights and interests of members and reflect the demands of members。

2. Requirements for consortium members

The members of the overseas returnee Venture Consortium are unit members, and are composed of enterprises founded by overseas returnee scientific and technological workers or overseas scientific and technological talents in Henan Province, as well as relevant social organizations serving overseas returnee enterprises。A consortium member must meet the following conditions:

(A) registered in Henan Province or provincial cities industry and commerce departments or civil affairs departments, with the ability to independently bear civil liabilities。

(2) Abide by the Constitution, laws, regulations and relevant state policies of the People's Republic of China。

(3) It has not been included in the list of persons subject to enforcement for dishonesty, parties to major tax violation cases, and the list of serious violations of government procurement and dishonesty, and has not been subjected to administrative penalties or industrial sanctions by judicial administrative departments。

(4) Recognize the rules of the consortium, participate in the activities of the consortium, and fulfill the obligations of members。

(5) The enterprise has a certain scale and influence in its field or region。

3. Recommended places

The Science and technology Association of the provincial cities and the Science and Technology Association of the Jiyuan Industry and City Integration Demonstration Zone recommend 3 to 5 overseas returnees and units serving overseas returnees, and the provincial society recommends 1 to 2 overseas returnees。
